dc.description.abstractErken Cumhuriyet döneminde İstanbul'un kentsel gelişimi modernleşmenin bir gereği olarak görülmüştür. Bu bağlamda, İstanbul'un nazım planı için 1933 yılında açılan uluslararası yarışmada Hermann Ehlgötz'ün projesi seçilmesine rağmen, 1936 yılında Henri Prost görevlendirilmiştir. Ancak Cumhuriyet'in ilk yıllarından Prost dönemine kadar İstanbul'un planlanmasıyla ilgili pek çok girişimden söz etmek mümkündür. Bunlar arasında İstanbul Belediyesi'nin kentsel gelişim programları, Carl Christoph Lörcher, Hermann Jansen, Hermann Ehlgötz, Donat Alfred Agache, Jacques Lambert, Martin Wagner'in deneyimleri sayılabilir. Bu makale, Erken Cumhuriyet yöneticilerinin itici gücüyle harekete geçirilen ancak öngörüldüğü gibi ilerlemeyen, gerçekleşmeyen ya da göz ardı edilen kentsel süreçlerin izini sürmekte ve İstanbul'un dönüşümünün arka planını tartışmaktadır. Bu süreçte kent planlaması ile neyin amaçlandığı, İstanbul'un nasıl ve hangi araçlarla planlandığı, kent planlanmadan önce yaşanan olaylar, talepler, tepkiler ve eleştiriler Prost Planı'na yansımaları ile birlikte değerlendirilmiştir. Sonuç olarak kentin sadece tutarlı planlanmış bir ürün olmadığı, aynı zamanda yarım kalmış, kesintiye uğramış ya da kısmen gerçekleşmiş çabalarla şekillendiği görülebilir.en_US
dc.description.abstractIn the early Republican period, the urban development of Istanbul was seen as a necessity of modernization. In this context, although Hermann Ehlgötz’s project was selected in the international competition opened in 1933 for the master plan of Istanbul, Henri Prost was commissioned in 1936. However, from the early years of the Republic until the Prost period, it is possible to mention many initiatives related to the planning of Istanbul. These include the urban development programs of the Istanbul Municipality, the experiences of Carl Christoph Lörcher, Hermann Jansen, Hermann Ehlgötz, Donat Alfred Agache, Jacques Lambert, Martin Wagner. This article traces the urban processes that were set in motion with the impetus of the Early Republican rulers but did not proceed as envisioned, did not materialize or were ignored, and discusses the background of Istanbul’s transformation. In this process, what was aimed with urban planning, how and with which tools Istanbul was planned, the events, demands, reactions and criticisms experienced before the city was planned were evaluated together with their reflections on the Prost Plan. As a result, it can be seen that the city is not only a coherent planned product, but is also shaped by unfinished, interrupted or partially realized efforts.en_US
