dc.description.abstractInteroperability is a key concept to the understanding of the changes in progress in e-government. These changes are made gradually and with a phased implementation. The thesis aims to define the interoperability and its usage in e-government services by focusing on core web service technologies and their standardization works upon e-government services. Successful examples and standardization works done were examined and used in order to support my thesis' definitions with examples. Technical aspects of interoperability is detailed and presented to complete the information given in the thesis. This thesis presents one of the applicable examples which are just to give the idea of this thesis.en_US
dc.description.abstractBu tez sistem ve servislerin birlikte çalısmaları ve bu teknolojilerin e-devlet uygulamalarında nasıl kullanıldığını anlatmaktadır. Birlikte çalısmanın e-devlet uygulamaları için olusturduğu önem detaylıca anlatılmaktadır. Birlikte çalısan sistemlerin hangi teknolojileri kullandıkları ve bu teknolojileri kullanırken olusturdukları kalıpların hangi oranda basarılı olduğu incelenmistir. Birlikte çalısan sistemleri kurarken teknolojik olarak islemlerin temelinde yatan sema ve teknolojik lisanların detayları da konuya detay kazandırmak amaçlı verilmistir. Tüm birlikle çalısma sartlarını yerine getiren sistemlerde yasanan zorluklar ve kurulmayaçalısılan yapılardan da özet olarak bahsedilmistir. E-devlet uygulamaların avrupadan ve türkiyeden örneklerine yer verilmis ve bu örneklerin hangi servisler ile e-devlet oldukları bildirilmistir. Öğrenilen ve örneklenen bilgilerin esliğinde, birlikte çalısma ve e-devlet konusunu tamamlayan bir uygulama geliştirilmiştir.en_US
