    The state of property development in Turkey: facts and comparisons

    In this article, we investigate economic and political developments in Turkey's construction sector over the last decade and consider their implications. We find that during the first term of the government of the Justice and Development Party (Adalet ve Kalklnma Partisi, AKP), thanks to administrative and economic incentives, both private and public construction rose considerably. Despite the construction sector's contribution to growth, there is also evidence of a transfer from the industrial sector toward the construction sector, which led to significant decline in the trend growth of the industrial sector in the era prior to 2006. Such evidence disappears in the post-crisis period, when the growth of private construction slows. However, overcentralization, clientelism, an absence of transparency, and limitations on citizen participation in urban planning remain as problems that need to be addressed through urban reform.

    White Turks, Black Turks? Faultlines beyond Islamism versus secularism

    According to popular views, contemporary Turkish politics is defined by the ideological conflict between Islamist and secularist parties. However, the focus on the Islamism versus secularism dichotomy, a common bias in the studies of Muslim countries, disguises a deeper faultline between the old urban elites and the newly rising provincial actors. This article highlights the need to see beyond the 'Islamism-secularism' divide and to consider the complex relations of power between alienated social groups in Turkey. It analyses the intricate and multilayered forms of 'othering' in the urban secularist discourse, which perpetuates the inequalities and contention in society. Instead of taking the 'Islamism-secularism' divide as given, the article analyses the construction of secularist and Islamic identities and considers how this dichotomous discourse has empowered the urban parties to control the provincial. Finally, implications for the reconciliation of antagonised social groups are presented.

    Can money make us friends?: Islamist entrepreneurs and chances for democratization in the muslim world

    Islamist movements have grown persistently in the last few decades and became major actors in the politics of various Muslim nations, receiving attention in numerous popular studies. Many of those studies, however, focus their attention solely on the religious agenda of these actors, despite the fact that economic interests are highly influential in shaping the agendas of them. In contrast to popular studies that focus on the “ideologues” in Islamist parties, this article emphasizes the role of “pragmatists,” especially Islamist businessmen in Islamist politics. By comparing and contrasting the transformation of Islamist parties and institutions in Turkey, Indonesia, and Sudan, this article suggests that contemporary Islamist movements in these countries are not solely concerned with “Islamizing the society” but often seek an economic mobilization against established economic elites and to transfer wealth to their constituencies. It then explores whether Islamist businessmen can serve as a moderating influence in Islamist politics and, if so, under what circumstances.

    The rational Islamic actor? Evidence from Islamic banking

    Islamic banks create an interest in their own right as a rising branch in financial intermediation, particularly in the post-crisis era. In addition, they also deserve the attention of students of Islamism due to their possible connection with Islamic movements. Through a comparison of Islamic and conventional banking, we analyze the motivations and behavior of Islamic economic actors who determine the cash flow to Islamic banks. Our findings suggest that, in contrast to popular views that portray these actors as ideologues or financiers of radical Islam, they have pragmatic motivations and may adapt to liberal systems in order to seize economic incentives.

    Keloğlan’dan Köse Değirmenciye: Kâmil erkekliğin inşası

    Bu çalışma Jungiyen bir yaklaşımla Keloğlan masallarının kamil erkekliğin inşası hakkında bize neler söylediğini inceleyecektir. Makalede “Keloğlan ve Dev Anası” ve “Keloğlan ve Köse Değirmenci” masalları Jungiyen metotla analiz edilecektir. Bu masallar bir tekamülü ya da Jungiyen tabirle bir bireyleşme sürecini betimlemektedir. Bir arada incelendiğinde masallar Keloğlan tarafından temsil edilen eril egonun bastırılmış psişik içeriği bilince getirmek ve entegre etmek suretiyle nasıl geliştiğini ve güçlendiğini aşamalarıyla ortaya koymaktadır. Jungiyen perspektife göre masallar boyunca karşılaştığımız karakterlerin tümü tek bir psişenin parçalarını oluştururlar ve bu parçaların bireyleşme sürecindeki değişimlerini temsil ederler. Bu süreç sonunda ortaya çıkan ve aslında eril egonun gelişmiş halini temsil eden “oyunbaz” arketipi, ilk bakışta olumsuz gibi görünse de işin aslı öyle değildir. “Köse değirmenci” karakteriyle en tipik formda karşımıza çıkan oyunbaz arketipi aslında espirili, spontan, pratik ve demokrat bir kişiliktir. Oyunlarının ve dalaverelerinin ardında farklı, fakat kendi içinde tutarlı bir ahlaki duruş vardır. Bu haliyle “oyunbaz” arketipi geleneksel, korkusuz, kahraman ve savaşçı erkek tipinden farklı bir erkeklik sembolüdür, fakat pek çok açıdan ondan daha üstündür. Masalın sonunda Keloğlan da başta bir düşman gibi gördüğü, kaçmaya çalıştığı ama kaçamadığı, bir türlü baş edemediği oyunbaz köse değirmenciyle dost olur. Artık tekamül tamamlanmıştır. Bu şekilde Keloğlan bize alternatif, mütevazı ama güçlü bir erkeklik modeli sunar. Aynı zamanda, Anadolu topraklarında “üst” kültürde ataerkil bir anlayış hüküm sürse de, “alt” kültürlerde ataerkil olmayan bir erilliğin yüzyıllar öncesinden beri var olduğunu göstermek suretiyle bize daha açık ve daha esnek bir Anadolu kültürünün de pencerelerini aralar.

    Erosion of Central Bank independence in Turkey

    This study provides empirical analysis to show increasing pressures over the Central Bank of Turkey (CBT) throughout the past decade where the CBT gives into such pressures, despite the Central Bank Law, which ensures tool independence. The study suggests that the relations between the government and the CBT reflect recent political changes where the government increased its control over state institutions, following rising costs of losing office. However, this trend not only has economic costs such as a restricted capacity to achieve price stability and sustainable growth but it also limits horizontal accountability of state institutions.

    Paradox of optimism: opposition coordination against autocratic incumbents in Turkey’s 2019 and 2023 elections

    In the 2019 local and 2023 general elections, Turkey’s opposition parties joined forces in pursuit of a common objective: to oust autocratic incumbents and democratize the political system. While they achieved noteworthy successes in 2019, replicating these gains in the 2023 presidential and parliamentary elections proved elusive. This study reveals that coordinating opposition efforts becomes more challenging during general elections, particularly when a charismatic presidential candidate, capable of fostering synergy among opposition factions and voters, is absent. Additionally, when opposition parties span the ideological spec-trum, crafting a unified campaign around a shared manifesto becomes more intricate. The resulting atmosphere of uncertainty is exacerbated further in the absence of decisive leadership. Most importantly, the research highlights a paradox: as optimism for electoral victory grows, parties become more inclined to form alliances but less willing to nominate a strong leader, due to con-cerns about power-sharing overshadowing electoral success. This paradox diminishes the chances of opposition victory.

    Making winners: Urban transformation and neoliberal populism in Turkey

    This study focuses on the distribution of the costs and benefits of Turkey's urban policy. Since 2002, the Justice and Development Party (AKP) government has embraced an ambitious form of capitalism that privatized the benefits of urban transformation while socializing its costs. The government has also adopted populist strategies that enhanced its political support among upper- and lower-income groups and left urban transformation's costs to fall disproportionally on the middle class.

    Debating voter defection in Turkey

    This study examines patterns of voter defection from Turkey’s incumbent AKP amid major economic and democratic decline. As in other electoral autocracies, defectors constitute a small but politically significant group in Turkey, where the opposition’s ability to secure a transition from authoritarianism depends on reducing the incumbent’s vote share. Based on survey data gathered in November 2021 and February 2022, we find that while the high level of partizanship among AKP voters hinders defection, persistent economic and democratic decline still reduces incumbent support. We also found that defections are higher outside of the lowest income group. Our findings have important implications for opposition strategies in electoral autocracies. Directing public debate away from identity issues to economic and democratic problems increases the likelihood of defection. In addition, offering voters clear superior alternatives decreases the cost of uncertainty that comes with change and increases the likelihood of defection.
