    Decoder side true motion estimation for very low bitrate b-frame coding

    In H.264 standard, coding of motion vectors constitutes a significant portion of total bitrate especially at low bitrate regimes. This is because differential coding of motion vectors is inefficient when the bit budget is very low. In this paper, we propose a novel estimation and coding algorithm for motion vectors of B-frames at very low bitrates. In this method, the encoder selects the optimal motion vector from a limited set of candidate vectors that are determined at the decoder side using true motion estimation. Since these candidate vector sets are fixed by the decoder for each macroblock, there is no need for explicit coding of motion information, which reduces the bitrate required for coding. Also, true motion vector estimates are used for improved direct mode coding in B-frames. The algorithm provides an average of 0.68 dB PSNR gain for B-frames when compared to the reference H.264 results at the same bitrates. Simulation results also indicate significant improvement in visual quality of the compressed B-frames.

    Elektronik bateri oyunu için somut bir kullanıcı arayüzü

    Teknolojinin kullanımının yaygınlaşması ile beraber son zamanlarda insan-bilgisayar ilişkisi üzerine bir çok çalışma yapılmaktadır. Bilgisayar sistemlerinin insan eğitiminin üzerindeki etkisi ile ilgili yapılan çalışmalar buna örnek olarak gösterilebilir. Bu bildiride, hem oyun amaçlı hem de bilgisayar temelli eğitim programlarında kullanılan elektronik bateri oyunu için geliştirilen güvenilir ve gerçek zamanlı somut bir kullanıcı arayüz sistemi sunulmaktadır. Kullanıcı elektronik bagetleri kullanarak altı farklı yönde baget vuruşu gerçekleştirebilir. Geliştirilen darbe tespit algoritması, elektronik bagetlerden gelen sensör verilerini işleyerek hangi bagetten hangi yönde bir darbe hareketi oluştuğunu tespit eder. Bu bilgi ses sistemine gönderilerek ilgili bateri enstrümanına ait ses dosyasının çalınması sağlanır. Bu şekilde kullanıcıya gerçeğe yakın bir bateri deneyimi sunulmaktadır. Geliştirilen sistem, gerçek dünyada farklı kullanıcılar tarafından test edildi ve performansı değerlendirilmiştir. Elde edilen sonuçlar elektronik davul oyununun güvenilirliğini ve kullanılabilirliğini onaylamaktadır.

    First domino tile in the social innovation process: idea creation of university students

    Interrelations between creativity, innovativeness and entrepreneurial skills of individuals have long been discussed in the literature. Due to the challenges regarding their measurement, most studies focused on the intentions rather than the outcomes. The idea generation that requires creativity is the first stage of social innovation. The young population's creative potentials in participating social innovation practices deserve a special attention as they play a critical role in the innovativeness and entrepreneurship of societies. This study aims to explore the factors that determine the creative intentions of university students that are important in generating social innovation projects. A structured survey based on the literature was conducted among 600 management and engineering students from 3 universities from the different percentiles of the Entrepreneurial and Innovative University Index for 2012 of the Turkish Ministry of Science, Industry and Technology. The survey included questions on the demographic characteristics, environmental factors, motivators, university/institutional context, perceptions and creative thinking attitudes. By conducting reliability and factor analysis, accuracy and validity of data is tested and the impact factors were identified. Findings reveal that visionary attitude, curiosity, exploration and learning, attitude for own creativity, self-esteem, perception about the learnability of creativity, university and social environment are components of creative thinking intentions of students and some of these factors vary by year of study and university.

    Performance analysis of an aggregation and disaggregation solution procedure to obtain a maintenance plan for a partially observable multi-component system

    We analyze the performance of an aggregation and disaggregation procedure in giving the optimal maintenance decisions for a multi-component system under partial observations in a finite horizon. The components deteriorate in time and their states are hidden to the decision maker. Nevertheless, it is possible to observe signals about the system status and to replace components in each period. The aim is to find a cost effective replacement plan for the components in a given time horizon. The problem is formulated as a partially observable Markov decision process (POMDP). We aggregate states and actions in order to reduce the problem space and obtain an optimal aggregate policy which we disaggregate by simulating it using dynamic Bayesian networks (DBN). The procedure is statistically compared to an approximate POMDP solver that uses the full state space information. Cases where aggregation performs relatively better are isolated and it is shown that k-out-of-n systems belong to this class.
