Yayın Turkey's next big science project: DAG the 4 meter telescope(SPIE-INT Soc Optical Engineering, 2014) Keskin, Onur; Yeşilyaprak, Cahit; Yerli, Sinan Kaan; Zago, Lorenzo; Jolissaint, LaurentThe DAG (Turkish for Eastern Anatolia Observatory) 4-m telescope project has been formally launched in 2012, being fully funded by the Government of Turkey. This new observatory is to be located on a 3170 m altitude ridge near the town of Erzurum in Eastern Anatolia. First light is scheduled for late 2017. The DAG team's baseline design of the telescope consists of a Ritchey-Chretien type with alt-az mount, a focal length of 56 m and a field of view up to 30 arcmin. Multiple instruments will be located at the Nasmyth foci. The optical specifications of the telescope are set by DAG team for diffraction limited performance with active and adaptive optics. Modern mirror control technologies will allow defining in a most cost effective way the figuring requirements of the optical surfaces: the low order figuring errors of the combined optical train constituted of M1-M2-M3 are defined in terms of Zernike coefficients and referred to the M1 surface area. The high order figuring errors are defined using the phase structure functions. Daytime chilling of the closed enclosure volume and natural ventilation through suitable openings during observations will be used to ensure optimal mirror and dome seeing. A design of a ground layer adaptive optics (GLAO) subsystem is developed concurrently with the telescope. In this paper, main design aspects, the optical design and expected performance analysis of the telescope will be presented.Yayın Strategic alignment and project management offices: case studies from successful implementations in Turkey(IEEE, 2013-03-18) Karayaz, Gamze; Güngör, ÖzgeDue to an increased need for learning modern project management methodologies, companies have been forced to improve their knowledge of Project Management Offices (PMO). Global business environment resulted with increased importance of project management methodologies, aligned with competitive strategies. Today, many organizations have recognized the importance of implementing PMO's for effective project control and better stakeholder (executives) support for projects. PMOs also undertake strategic roles such as incorporating higher management support to achieve strategic goals, integrating business strategies into project management efforts, and prioritization of projects. This paper examines PMOs in the process of strategic alignment. Moreover, the contribution of PMOs to achieve strategic goals is explored. Our initial findings are promising represented in a framework, and demonstrated by a case study application review using IT and telecommunication companies selected from Turkey. Plaka tanıma sistemi genellikle üç ana bölüme ayrılır: plakanın yerinin saptanması, karakter bölütleme ve karakter tanıma. Plaka tanıma sisteminin en önemli bölümü olan plaka yerinin saptanmasında, yatay tarama ile arama alanını daralttıktan sonra, Türk plakalarında yer alan TR işaretini kullanan yeni ve özgün bir algoritma öneriyoruz. Yeri saptanan plakanın karakterlerinin bölütlenmesi için ikili imge üzerinde morfolojik işlemler uyguluyoruz. Son olarak, karakter tanıma işleminde ise, harf ve sayı yapay sinir ağlarını ayırarak hata oranını en küçültmeyi hedefliyoruz.Yayın Gender and household education expenditure in Turkey(Eurasian Business & Economics Soc., 2013) Susanlı, Zehra BilgenThis paper investigates how the share of education expenditure in the household budget varies across Turkish households with different gender-age composition of children. Using household level data from Household Budget Surveys over the period 2004 - 2008, I find no evidence for a pro-male bias. Results suggest that a pro-female bias at the secondary school level emerged in 2006 which is in line with declining gender gaps in enrolment at the secondary school level. Findings in both urban and rural areas suggest that Turkish households do not favor boys in the allocation of education expenditures. To the contrary, in 2006 girls of secondary school age group receive more educational resources than boys of the same age group. This may be explained by the effect of both education and textbook assistance campaigns. Further research is needed to make other labor market oriented explanations.Yayın Research characteristics and agenda of technology management discipline in Turkey(IEEE, 2008) Ansal, Hacer; Aygören, Huriye; Ekmekci, Cavit UmutDespite the growing importance of "Technology Management" (TM) field in advanced countries since 1990s, it is rather new for developing countries such as Turkey. Considering the diversity of needs and concerns in different countries, the evolution of TM discipline can be expected to follow different paths to include different national experiences and to consider unique national needs and concerns in relation with technology management. Therefore, to what extent this diversity is reflected in the mainstream TM research agenda is an important issue. Thus, the aim of this study is in two folds; first, to examine how the general research characteristics and agenda of TM discipline have evolved in the academic research in Turkey, and next, to what extent they have converged or diverged with the patterns of mainstream TM research in international journals, by analyzing the TM articles published by Turkish academics both in the national and international scientific journals. The findings of this research reveal that the TM discipline in Turkey indicate both divergent and convergent characteristics when compared with the results of recent studies about developed and developing countries. In addition, a significant difference is observed about how these characteristics are reflected in national and international journals.Yayın Effects of educational policies on design of inclusive schools: SERÇEV case(Springer Nature, 2021-07-20) Gülbahar, Simge; Cordan, ÖzgeUniversal design and inclusive education aroused as paradigms based on egalitarianism in the twentieth century. The countries are responsible to update the approaches on their own education policy including inclusive education. Updates on education policy become a problem to articulate spatial requirements of inclusive schools according to them. In this sense, universal design gives an opportunity to find effective and practical spatial solutions for problems of inclusive education environment through creating an interdisciplinary ground in design process. The aim of the study is to find out the effects of the inclusive educational policy of Turkey on the design of inclusive school environments under the umbrella of both universal design and inclusive education. In this scope, the laws, regulations, legislations, regarding the inclusive education in Turkey within the international discourse are reviewed. SERÇEV (Children with Cerebral Palsy Association) inclusive schools, which are Gökkuşağı Primary School and SERÇEV Accessible Vocational and Technical Anatolian High School, are examined in the scope of universal design. These inclusive schools are chosen as the case studies to examine the spatial reflection of the current policies in inclusive school environment. The methodology of the study includes commentary of on-site observations on spatial requirements regarding universal design approach and interviews from site visits. Corporate governance index enables investors to monitor the compliance level of firms with corporate governance principles. This study attempts to examine whether the market players in Borsa Istanbul recognize the value of getting a corporate governance score in the period of 2007 and 2013. The initial evidence supports that the market players value the scoring and the market price of firms announcing the scoring shows a sharp increase in the first announcement day and this dies out over the next 10 days.Yayın Quantifying water scarcity in Turkey(International Institute of Social and Economic Sciences, 2015-09-16) Taşbaşı, AslıThis study provides a quantitative assesment of water resources in Turkey in order to diagnose the water scarcity in the country. To this end, water stress indices are calculated which serve a multi-dimensional analysis by linking water scarcity to variables of population, income, pollution, withdrawals and social adaptive capacity. Results of the calculations are used to portray whether access to water and water poverty are directly or indirectly related. In view of its findings, the paper argues that water resources should not be managed according to the neoliberal rules of scarce resources, which may eventually make water unaffordible for the poor. Consequently, the aim of this study is to scientifically assess impacts of the global and regional climate changes and variability including decreased precipitation amounts (drying) and increased air temperatures (warming) that would very likely cause to increase frequencies, durations and intensities of the drought events in the Mediterranean basin and Turkey, and associated problems and consequences with respect to the global, regional and national peace, prosperity and security issues and concerns.
