Yayın Univariate margin tree(Springer, 2010) Yıldız, Olcay TanerIn many pattern recognition applications, first decision trees are used due to their simplicity and easily interpretable nature. In this paper, we propose a new decision tree learning algorithm called univariate margin tree, where for each continuous attribute, the best split is found using convex optimization. Our simulation results on 47 datasets show that the novel margin tree classifier performs at least as good as C4.5 and LDT with a similar time complexity. For two class datasets it generates smaller trees than C4.5 and LDT without sacrificing from accuracy, and generates significantly more accurate trees than C4.5 and LDT for multiclass datasets with one-vs-rest methodology.Yayın Cointegration and adjustment dynamics of REIT and stock markets during the global financial and European debt crises(Inderscience Publishers, 2020-06-03) Erol, Ümit; Yüksel, Sadettin Aydın; Yüksel, Aslı; Öztürk, HakkıThis paper analyses the cointegration relationship between the REIT and stock markets of ten developed countries during the 2005-2013 period, which is characterised by the global financial and the European debt crises. Given the structural breaks in the data, the effect of these two crises is examined separately by dividing the sample period into four equal parts and by using M-TAR cointegration analysis. The results suggest that the cointegration between the stock and REIT markets was not a globally observed feature prior to the twin crises. The strong and globally valid cointegration observed after 2007 was due to the common negative response of both markets to the unexpected massive shocks. These shocks also led to bilateral causality and strong feedback effects between these two markets, thus strictly limiting the diversification benefits of the REIT market during the crisis period.Yayın Preface(Springer Science and Business Media Deutschland GmbH, 2021) Dutta, Subashisa; İnan, Esin; Dwivedy, Santosha Kumar[No abstract available]Yayın GIS aided vulnerability assessment for roads(Springer Science and Business Media B.V., 2022-04-21) Çalışkan, Berna; Atahan, Ali Osman; Kesten, Ali SercanRoad networks are vulnerable to natural disasters such as floods, earthquakes and forest fires which can adversely affect the travel on the network. However, not all road links equally affect the travel conditions in a given network; typically some links are more critical to the network functioning than the others. The first stage of study involves the investigation of geological conditions. Image classification used for extracting information classes from ‘Geological Map of Istanbul area’ image file. The resulting raster layer used to create thematic map. A reclassification was performed for lithologic types. The second stage involves analyzing topological situation. A slope map prepared and classified according to percentage of slope values. The third phase is the analysis and interpretation of the accumulated data to establish suitable and applicable road vulnerability scores. The information in the source data for each vulnerability factor are classified into three different vulnerability scores: +2 (considerably increases vulnerability), +1 (increases vulnerability) and 0 (does not increase vulnerability) by using a vulnerability score table. The study area was categorized into three different traffic analysis zones as: (1) least favorable area; (2) favorable area; (3) most favorable area. Vulnerability values obtained to measure serviceability of critical links in dense urban road networks and applies them to the case of ‘Beyoğlu’ region. Thematic layers were prepared using the Geographic Information System (GIS), and they were then combined to produce the serviceability of road links in the ‘Beyoğlu’ region. Consequently, A site specific vulnerability index is proposed, considering the serviceability of road links. A conceptual flowchart of the GIS processing steps taken to obtain the vulnerability index is illustrated.Yayın A broadband microwave amplifier design by means of immittance based data modelling tool(IEEE, 2002) Kılınç, Ali; Pınarbaşı, Hacı; Şengül, Metin; Yarman, Bekir Sıddık BinboğaIn this paper a practical broadband microwave amplifier design algorithm is introduced utilizing the immittance data-modelling tool. In the course of design, first, the optimum input and output terminations for the active device are produced employing the real frequency technique. Then, these terminations are modelled utilizing the new immittance-modelling tool to synthesize the front-end and back-end matching networks. An example is included to exhibit the implementation of the proposed design algorithm to construct a single stage BJT amplifier over a wide frequency band. It is expected that the proposed design algorithm will find applications to realize wideband microwave amplifiers put on MMIC for mobile communication.Yayın Anti-imperialism and Kemalism in Turkey's long sixties: Mahir Çayan's theory of revolution in context(Brill Academic Publishers, 2021-12) Ülker, ErolThis article aims to reassess the evolution of Mahir Çayan's theory of uninterrupted revolution in the context of the radical ideological currents of the long sixties in Turkey. It concentrates on Çayan's relations with the National Democratic Revolution (Milli Demokratik Devrim, MDD) movement that enjoyed a considerable degree of political and ideological authority over the youth movements starting in the second half of the 1960s. The article discusses how Çayan interpreted and attempted to revise the theory of national democratic revolution by reference to the changing characteristics of imperialism and colonial domination. Consideration is given to Çayan's critical approach towards the role of Kemalists in the anti-imperialist bloc to be formed.Yayın Afghanistan's security: Political process, state-building and narcotics(Wiley-Blackwell, 2008-06) Aras, Bülent; Toktaş, ŞuleEstablishing political authority and constructing a state instrument would increase trust, which would contribute to stability.1 The lack of political institutions necessary for stability encourages the interference of individuals and groups with "special" interests, at both the state and societal levels.2 Stability is not only a prerequisite for the development of the political process and security within the country; it is also a risk to security, as it would require the involvement of groups and factors in the political process that might hinder security itself. [...] in a setting where fierce security measures are needed, running security operations without supplying adequate security personnel and munitions is an absolute risk.48 CONCLUSION The long-term objective for Afghanistan is to strengthen the state structurally and to set mechanisms in place that would prevent it from working only for narrow or factional interests.Yayın Design science perspective on NFC research: Review and research agenda(Slovensko Drustvo Informatika, 2013) Aydın, Mehmet Nafiz; Özdenizci Köse, BüşraNear Field Communication (NFC), as one of the emerging and promising technological developments, provides means to short range contactless communication for mobile phones and other devices alike. NFC has become an attractive design science research area for many academicians due to its exploding growth and its promising applications and related services. A better understanding of the current status of NFC research is necessary to maintain the advancement of knowledge in NFC research and to identify the gap between theory and practice. In this paper, we present a literature review on NFC. To facilitate the analysis of the literature, we propose a research framework and organize the NFC literature into four major categories (theory and development, applications and services, infrastructure, ecosystem). We contend that due to the nature of NFC (industry high stakes, multidisciplinary research, artifacts development), the design science research paradigm serves an appropriate ground to investigate an extent to which relevance and rigor is achieved. By employing the proposed research framework and design science perspective, we set up a research agenda (research directions and promising research questions) which may help practitioners and academics to achieve a substantial progress in NFC.Yayın The general equation of motion via the special theory of relativity and quantum mechanics(2004) Yarman, Nuh TolgaHerein we present a whole new approach to the derivation of the Newton's Equation of Motion. This, with the implementation of a metric imposed by quantum mechanics, leads to the findings brought up within the frame of the general theory of relativity (such as the precession of the perihelion of the planets, and the deflection of light nearby a star). To the contrary of what had been generally achieved so far, our basis merely consists in supposing that the gravitational field, through the binding process, alters the "rest mass" of an object conveyed in it. In fact, the special theory of relativity already imposes such a change. Next to this fundamental theory, we use the classical Newtonian gravitational attraction, reigning between two static masses. We have previously shown however that the 1/r2 dependency of the gravitational force is also imposed by the special theory of relativity. Our metric is (just like the one used by the general theory of relativity) altered by the gravitational field (in fact, by any field the "measurement unit" in hand interacts with); yet in the present approach, this occurs via quantum mechanics. More specifically, the rest mass of an object in a gravitational field is decreased as much as its binding energy in the field. A mass deficiency conversely, via quantum mechanics yields the stretching of the size of the object in hand, as well as the weakening of its internal energy. Henceforth one does not need the "principle of equivalence" assumed by the general theory of relativity, in order to predict the occurrences dealt with this theory. Thus we start with the following interesting postulate, hi fact nothing else, but the law conservation of energy, though in the broader relativistic sense of the concept of "energy".Yayın Atatürk’ün halkçılık ilkesi üzerine bir tartışma: halkçılık mı popülizm mi?(Yerel Yönetim Araştırma Yardım ve Eğitim Derneği (YAYED), 2022-06) Yılmaz, Onur AlpLiteratürde üzerinde uzlaşma sağlanamamış bir kavram olan popülizmin bu niteliği, halka çağrı yapan bütün siyasi düşüncelerin popülizm olarak çerçevelenmesi gibi bir sonuca yol açar.
