    Thermal quenching of thermoluminescence in quartz samples of various origins

    The effect of thermal quenching plays an important role in the thermoluminescence (TL) of quartz on which many applications of TL are based. In present work it is investigated that the thermal quenching parameters i.e. the activation energy W and the dimensionless parameter C, are more or less the same for every kind of quartzes or sample dependent on strong external treatment like a high temperature annealing. This preliminary investigation of seven quartz samples of different origin showed that the thermal quenching parameters W and C are common (universal) for most of the quartz samples.

    Visual modeling of Turkish morphology

    In this paper, we describe the steps in a visual modeling of Turkish morphology using diagramming tools. We aimed to make modeling easier and more maintainable while automating much of the code generation. We released the resulting analyzer, MorTur, and the diagram conversion tool, DiaMor as free, open-source utilities. MorTur analyzer is also publicly available on its web page as a web service. MorTur and DiaMor are part of our ongoing efforts in building a set of natural language processing tools for Turkic languages under a consistent framework.

    TRopBank: Turkish PropBank V2.0

    In this paper, we present and explain TRopBank “Turkish PropBank v2.0”. PropBank is a hand-annotated corpus of propositions which is used to obtain the predicate-argument information of a language. Predicate-argument information of a language can help understand semantic roles of arguments. “Turkish PropBank v2.0”, unlike PropBank v1.0, has a much more extensive list of Turkish verbs, with 17.673 verbs in total.

    Location and determinants of productivity: The case of the manufacturing industry in Turkey

    Discussions in this paper are based on arguments from the geography, economic, and management literatures suggesting that exploring the spatial reasons for productivity in Turkey became significantly important after Turkey became a candidate country. The aim of this paper is to complement the findings of the studies on productivity differences in Turkey's manufacturing industry by exploring the spatial determinants of productivity at the regional level. The discussion is based on an econometric analysis for the years between 1980 and 2000. The results suggest that related variety, proximity to core areas, high wages, and capital intensity contribute to regional productivity.

    Benefiting innovative capabilities of software developer/user communities in developing countries

    Since technological innovation is generally considered to be a major force in global economic growth, the development of innovative capabilities in developing countries has been a very important policy issue. Free/Libre Open Source Software (FLOSS) has reshaped software technology through the creation of developer/user communities which enabled the collaboration of different parties resulting in the production of Linux and similar software projects. FLOSS user/developer community networks serve not only as "learning, reviewing, and testing" environments for developers, but they may also act as innovation networks that contribute to the improvement of the innovative capabilities of individual developers within the community. Therefore, understanding the characteristics, the motivating factors and the innovative dynamics of these developer communities will provide valuable insight into how to improve the innovative capabilities of developing countries in relation to software.The aim of this paper is to explore the characteristics of FLOSS developer communities in order to discover what benefits they may offer developing countries in generating innovative capabilities related to software. By conducting a survey in the FLOSS user/developer community in Turkey, the demographic characteristics, motivation factors and innovative characteristics of the community are explored and the question of whether these communities may act as innovation networks is examined. It is concluded that FLOSS community networks mostly serve as knowledge sharing and collaboration platforms, however, they do have the potential to evolve into innovation networks if they receive support from the local software industry and academic institutions.

    Crisis project management and the effect of national culture under crisis: A study from Turkey

    Crisis management is a critical function in organizations, specifically developing and emerging countries dealing with crisis in a minor and major scale frequently. Crisis in projects should be handled immediately and professionally in where the projects threat the reputation of a company. In traditional organizations, most common organizational behavior under crisis seems to take the risk with no supported mechanism. Project management based organizations practice risk management under project management methodologies, surprisingly we cannot find many companies are prepared for crisis. This behavior may associate with national culture, especially Hofstede's extensive work on national cultures. Therefore, this paper investigates cultural characteristics of Turkish business culture under crisis, and identifies the relationship with the natural culture dimensions and crisis project management. Two-stages survey questionnaires are employed and data analyzed using different statistical analysis. Our results indicate that power distance, uncertainty avoidance, and long-term orientations are the national cultural dimensions observed significantly under crisis situations. Further investigation and recommendations are discussed.

    IT Multisourcing in a telecommunication company

    Organizations have used numerous sourcing strategies to lower IT costs and improve IT service levels. However, a number of these sourcing strategies have failed to deliver on their expected outcomes. Multisourcing has been advanced as a form of sourcing which addresses the deficiencies of other failed strategies. From the Telecommunication case, we found that the benefits of multisourcing IT infrastructure stem from an ability to lower IT costs, improve IT service levels and enabling access to specialist vendors for flexible capability. The costs and risks of IT multisourcing were addressed as the ongoing management of vendors and the underlying importance of a service management layer in organizations.

    MorAz: An open-source morphological analyzer for Azerbaijani Turkish

    MorAz is an open-source morphological analyzer for Azerbaijani Turkish. The analyzer is available through both as a website for interactive exploration and as a RESTful web service for integration into a natural language processing pipeline. MorAz implements the morphology of Azerbaijani Turkish following a two-level approach using Helsinki finite-state transducer and wraps the analyzer with python scripts in a Django instance.

    REITs, Growth Options and Beta

    Are REITs income stocks, only? Following Myers (1977) and Bernardo et al. (2007), we examine empirically REITs’ unlevered betas, betas of growth options, betas of assets-in-place and the difference between the latter two in detail for 1983–2012, and also for three sequential, distinct, and mutually-exclusive REIT sub-periods. We find that, (i) the betas of growth options are larger than those of assets-in-place, (ii) there are differences in these betas across Equity REITs’ sub-sectors and sub-periods, (iii) REITs with a high growth profile tend to employ more short-term debt and are mainly listed on NASDAQ, and (iv) the Global Financial Crisis has influenced considerably the beta estimates across all sub-sectors and REIT types. These findings raise a question mark about the ‘income stock, only’ description of REITs. Our findings have important implications for the cost of capital of REITs and their capital budgeting practices. We discuss them, when appropriate, with numerical examples.

    How globalized is the Turkish economy?

    This paper aims at analyzing the economic dimension of the pace of globalization for Turkey by using the KOF Index of Globalization between the years 2005 and 2012. Indices and variables to be taken into consideration are classified into two sub-categories as data on actual flows and data on restrictions. Data on actual flows include foreign trade, foreign direct investment, stocks, portfolio investment, and income payments to foreign nationals. Hidden import barriers, mean tariff rate, taxes on international trade and capital account restrictions are the variables which will be assessed while evaluating the economic restrictions. The paper is finally going to compare and discuss alternative globalization measures.
