    Underemployment in the Turkish labor market

    Using individual-level data from Household Labor Force Surveys for the period 2009-2015, this paper examines the determinants of underemployment in the sample of wage and salary earners in Turkey. Findings from Probit estimations indicate that the effect of gender on the likelihood of underemployment is not statistically significant, and there is a negative association between educational attainment and the likelihood of underemployment. Within the group of higher educated individuals, there are important differences across fields of study.

    Türkiye’de beceri açığı: firma verisi analizi

    Beceri açığı (skill shortage) terimi işgücü piyasasında becerili işgücüne ihtiyacın, mevcut işgücü arzından ne kadar fazla olduğunu gösterir. Bu çalışma Dünya Bankası tarafından derlenen Enterprise Surveys anketleri 2008 ve 2013 verilerinden faydalanarak beceri açığının Türkiye’deki firmalar arasındaki yaygınlığını ve beceri açığı olasılığının belirleyicilerini incelemeyi amaçlamaktadır. Firma düzeyinde beceri açığı, anketlere katılan firmaların yetersiz eğitimli işgücünün firma faaliyetlerine engel teşkil edip etmediği sorusuna verdikleri cevap ile ölçülmüştür. Probit modeli tahmin sonuçlarına göre firma büyüklüğü ve kayıt dışı rakiplerin faaliyetleri ile beceri açığı olasılığı arasında pozitif ve istatistiki olarak anlamlı bir ilişki vardır. Beceri açığının belirleyicileri 2008 ve 2013 yılları arasında değişkenlik göstermiştir.

    Institution-building on shop-floor employees’ representation with reference to international norms and representative industrial democracy: a first attempt to model dual-channel representation in Turkey

    This article explores the feasibility of setting up a shopfloor social dialogue mechanism in Turkey based on the synthesis of EU Directive (2002/14/EC), the German works council model and various dimensions of Turkish labour law and practice. Evaluating the outputs of the questionnaire conducted between the years 2015-2016 and addressed to selected samples of representatives of labour unions and employers’ organizations as well as to officials of the Turkish Ministry of Labour and Social Security, the article proposes two alternatives for a dual-channel representation system: namely, the establishment of works councils to co-exist with unions and the election of employee representatives. Since the majority of Turkey’s workplaces are currently unrepresented by unions, it is assumed that either option may serve the objectives of adapting Turkish labour relations to international standards and locating representative industrial democracy at the core of work life.

    Retail real estate and foreign direct investments in Turkey: a strategic exploratory analysis

    As a key element of the commercial real estate world, retail real estate (i.e. shopping centers, retail parks and other retail, leisure and entertainment facilities) has commanded large investment volumes globally. Shopping centers have especially become an integral part of Turkey’s recent urban development. There was also a period of foreign interest in the Turkish market. Since these investments create large-scale, long-term and value-add ecosystems through professional business practices, attracting more foreign direct investment in this field would be advantageous. Yet, amid decreasing global appetite in the asset class and Turkey’s macro, industry-specific and urbanization-related challenges, a strategic approach is necessary to realize the country’s potential. In this respect, this study puts forward; (1) a new four-level pathway proposal (international, national, investment approach and project levels), (2) the related infrastructure (re-modeling the public-private cooperation, offering an online investor interface and creating a GIS-supported list of region-based investment opportunities) and (3) an overview of Turkish provinces. A new umbrella business association and an efficient use of technology are also foreseen within this context. The Literature review is used in this exploratory analysis.

    Projections of future change of climatology and extreme weather events in the Mediterranean Basin, by the HIRHAM5 regional climate model

    In this study, changes in temperature and precipitation climatology and extreme weather events over the Mediterranean Basin including Turkey were investigated using HIRHAM5 driven by global climate models such as EC-EARTH, HadGEM2-ES, and NorESM1-M for 2011-2100 compared to 1971-2000. RCP4.5 and RCP8.5 scenario outputs of global climate models were used as forcing data. Daily mean temperature and precipitation variables are used to compute extreme indices. Extreme indices were calculated for the period of 2071-2100 compared to the reference period. According to the results, the severity of temperature- and precipitation-based indices will be expected to increase throughout the century with increasing radiative forcing. Minimum of minimum temperatures will increase more pronounced over the northern Mediterranean, which is referred to as climate change hot spots, whereas the increase in a maximum of maximum temperatures is moderate over land areas. A decrease in total wet-day precipitation is expected while the number of dry days is expected to increase. Therefore, the Mediterranean Basin and Turkey will have warmer and drier conditions compared to present climate conditions.
